The Second Statement of the Campaign for Justice for Four Executed Kurdish Political Prisoners in Iran
Request for Sanctions and Prosecution of Judges Who Upheld the Death Sentences of Vafa Azaribar, Mohsen Mazloom, Mohammad Faramarzi, and Pejman Fathi
The Campaign for Justice for Four Executed Kurdish Political Prisoners calls for the imposition of human rights sanctions and the international prosecution of key Iranian judges who played a pivotal role in the unlawful executions of our loved ones. These judges issued and upheld death sentences in gross violation of Iran’s human rights obligations, acting under a judicial system that is marked by deep systemic injustices.
We demand that international sanctions be placed, and that the following judges be prosecuted for their involvement in human rights abuses:
- Ghasem Mazinani, Head of Branch 9 of the Supreme Court. Mazinani is one of the most notorious security-oriented judges in the Islamic Republic of Iran. He gained prominence upon the invitation of Mostafa Pourmohammadi, former Iranian Minister of Justice and a key figure in the infamous 1988 “Death Committee.” Mazinani later joined the General Inspection Organization (Iranian Ombudsman) and served for several years as Director-General of the Inspection of Security and Military Institutions, one of the most secure and classified directorates.
His career is stained by his involvement in highly sensitive security cases, including the notorious Kahrizak detention center case. He was subsequently appointed as an assistant judge of the Supreme Court, served as a member of Branch 28, and currently heads Branch 9 of the Supreme Court. Throughout his tenure, Mazinani has been complicit in egregious human rights violations, such as upholding death sentences in the “Isfahan House” case. He presided over Branch 9 during the final confirmation of death sentences for Vafa Azarbar, Mohsen Mazloum, Mohammad (Hazhir) Faramarzi, and Pejman Fatehi, disregarding fundamental principles of fair trial and due process.
- Mostafa Barzgar Ganji, Deputy of Branch 9 of the Supreme Court. Due to his background in security cases, limited information is available about him. However, it is known that he held the position of prosecutor in Qom during the 2000s, where he was involved in numerous human rights violations, including public executions and the use of inhumane, degrading punishments. As Deputy of Branch 9, he played a central role in the final confirmation of death sentences for Vafa Azarbar, Mohsen Mazloum, Mohammad (Hazhir) Faramarzi, and Pejman Fatehi. Barzgar Ganji has been on the European Union’s human rights sanctions list since 2020 and on the UK’s list since 2023, due to his involvement in serious human rights abuses.
- Iman Afshari, Head of Branch 26 of the Islamic Revolutionary Court of Tehran. Like the other judges, limited information is available about Afshari, but human rights organizations have reported that he has issued numerous death sentences in gross violation of fair trial principles. The initial death sentences for Vafa Azarbar, Mohsen Mazloum, Mohammad (Hazhir) Faramarzi, and Pejman Fatehi were issued by Afshari, marking him as a central figure in these unlawful executions.
We demand the international community take action based on these judges’ complicity in gross violations of human rights. Their role in confirming the inhumane death sentences of Vafa Azarbar, Mohsen Mazloum, Mohammad (Hazhir) Faramarzi, and Pejman Fatehi necessitates that sanctions be imposed and international prosecutions be pursued within the jurisdiction of the European Union and under the principle of universal jurisdiction.

بیانیه دوم کارزار عدالت برای چهار زندانی سیاسی اعدام‌شده کرد در ایران
درخواست برای اعمال تحریم‌ها و پیگرد قضایی قضاتی که احکام اعدام وفا آذری‌بر، محسن مظلوم، محمد فرامرز (هژیر) و پژمان فتحی را تأیید کردند
کارزار عدالت برای چهار زندانی سیاسی اعدام‌شده کرد خواستار اعمال تحریم‌های حقوق بشری و پیگرد بین‌المللی قضات کلیدی ایران است که نقش محوری در اعدام‌های غیرقانونی عزیزان ما ایفا کردند. این قضات، احکام اعدام را در نقض فاحش تعهدات حقوق بشری ایران صادر و تأیید کردند و تحت سیستمی قضایی عمل کردند که با بی‌عدالتی‌های عمیق سیستماتیک همراه است.
ما خواستار آن هستیم که تحریم‌های بین‌المللی اعمال شود و قضات زیر به دلیل مشارکت در نقض حقوق بشر محاکمه شوند:
- قاسم مازینانی، رئیس شعبه ۹ دیوان عالی کشور. مازینانی یکی از شناخته‌شده‌ترین قضات امنیتی در جمهوری اسلامی ایران است. او پس از دعوت مصطفی پورمحمدی، وزیر سابق دادگستری ایران و یکی از اعضای کلیدی “کمیته مرگ” سال ۱۳۶۷، به شهرت رسید. مازینانی سپس به سازمان بازرسی کل کشور پیوست و چندین سال به عنوان مدیرکل بازرسی نهادهای امنیتی و نظامی فعالیت کرد که یکی از حساس‌ترین و محرمانه‌ترین نهادها است.
او با پرونده‌های حساس امنیتی در ارتباط بوده و از جمله در پرونده بدنام بازداشتگاه کهریزک نقش داشته است. پس از آن، به عنوان قاضی کمکی دیوان عالی کشور منصوب شد، در شعبه ۲۸ عضویت داشت و اکنون رئیس شعبه ۹ دیوان عالی کشور است. در دوران فعالیتش، مازینانی در نقض شدید حقوق بشر از جمله تأیید احکام اعدام در پرونده “خانه اصفهان” دخیل بوده است. او ریاست شعبه ۹ را در تأیید نهایی احکام اعدام وفا آذری‌بر، محسن مظلوم، محمد فرامرز (هژیر) و پژمان فتحی بر عهده داشته و اصول اساسی دادرسی عادلانه را نادیده گرفته است.
- مصطفی برزگر گنجی، معاون شعبه ۹ دیوان عالی کشور. اطلاعات محدودی از او به دلیل سابقه‌اش در پرونده‌های امنیتی در دسترس است. اما معلوم است که او در دهه ۱۳۸۰ دادستان قم بوده و در موارد متعددی از نقض حقوق بشر، از جمله اعدام‌های عمومی و استفاده از مجازات‌های غیرانسانی و تحقیرآمیز دخیل بوده است. به عنوان معاون شعبه ۹، او نقش محوری در تأیید نهایی احکام اعدام وفا آذری‌بر، محسن مظلوم، محمد فرامرز (هژیر) و پژمان فتحی داشته است. برزگر گنجی از سال ۲۰۲۰ در فهرست تحریم‌های حقوق بشری اتحادیه اروپا و از سال ۲۰۲۳ در فهرست بریتانیا به دلیل دخالتش در نقض جدی حقوق بشر قرار گرفته است.
- ایمان افشاری، رئیس شعبه ۲۶ دادگاه انقلاب اسلامی تهران. مانند سایر قضات، اطلاعات محدودی از افشاری در دسترس است، اما سازمان‌های حقوق بشری گزارش داده‌اند که او در نقض اصول دادرسی عادلانه احکام اعدام متعددی صادر کرده است. احکام اولیه اعدام وفا آذری‌بر، محسن مظلوم، محمد فرامرز (هژیر) و پژمان فتحی توسط افشاری صادر شده و او را به عنوان یکی از چهره‌های کلیدی در این اعدام‌های غیرقانونی نشان می‌دهد.
ما از جامعه بین‌المللی می‌خواهیم که بر اساس مشارکت این قضات در نقض‌های شدید حقوق بشری اقدام کنند. نقش آن‌ها در تأیید احکام اعدام غیرانسانی وفا آذری‌بر، محسن مظلوم، محمد فرامرز (هژیر) و پژمان فتحی ایجاب می‌کند که تحریم‌ها اعمال و پیگرد بین‌المللی آن‌ها تحت حوزه قضایی اتحادیه اروپا و اصل صلاحیت جهانی دنبال شود.
